Buhari: We must fight terrorists together

President Muhammmadu Buhari says terrorism transcends international boundaries, and no country can fight it alone. 

 

Buhari, according to his spokesman Femi Adesina, said his in Katsina Friday while receiving the president of Togo, Faure Gnassingbe, in Katsina.

 

He lauded the proposal for a security summit between members of Economic Community of West African States (ECOWAS) and countries in Economic Community of Central African States (ECCAS), billed to hold on July 30.

 

"We need to team up to fight common enemies. Terrorists in whatever form are enemies of humanity, and no effort must be spared to protect our people. I will always support anything that is meant to enhance security in our region," Buhari said.

 

 

President Gnassingbe said he was happy to be in Katsina, the homestead of President Buhari, and thanked his host for his help in calming the political situation in Togo.

 

He also briefed President Buhari on Mali elections, billed for next month, saying ECOWAS would ensure that everything went smoothly.

 

Answering a question on what the sub-regional body could do to help Nigeria with the problem of clashes between cattle herders and farmers, the ECOWAS Chairman said the problem was not peculiar to Nigeria, but is common to a number of countries, including his own.

 

"It is not a religious or ethnic problem and must not be misconceived as such. We will discuss the matter, and try to find a solution," President Gnassingbe said.

 

He also condoled President Buhari on the fire disaster caused by a fallen petrol tanker in Lagos Thursday.

Baba-Ahmed to Buhari: You have failed in governance

Founder of Baze University and presidential aspirant on the platform of the Peoples Democratic Party (PDP), Senator Datti Baba-Ahmed has said President Muhammadu Buhari has failed in governance.

He made the assertion at the PDP National Secretariat ‎Friday, in Abuja, where he notified the national leadership of the party of his interest ‎to run for presidency in the 2019 general elections.

 

The ‎ex-lawmaker said Buhari's anti-graft war is a ruse and called on the President to prove to the world that corruption is not going on in his government. 

 

"This anti-corruption war is a lie and I know it. I'm not a risk taker; I love my life but I also love Nigeria. How can you collect corrupt monies from peoples' salaries to come to power and you say you are fighting corruption? Two corrupt governors were rewarded with juicy ministries. 

 

"Let him (Buhari) address an international press conference and deny that contracts are not inflated; that family members are not stupendously rich while people are being daily murdered.

 

"The 2007 contest has questionable funding, the 2011 elections had more questionable funding but the 2015 most questionable funding.

 

"Nigeria is practically worth forty percent of what it was before APC took over. Terror and sophisticated crimes have abated; Nigeria is in a very sorry state.

 

"If APC comes back in 2019, the exchange rate for a dollar will be N700. If the APC wins in 2019, it is our fault. This country is not going to be rescued by people who have been lamenting, the world is going to be destroyed by those who see evil and do nothing about it. 

 

"The APC is accidental concoction. Shame to APC because they don't have structure in all the wards across Nigeria," he said.

 

Dr Baba-Ahmed said he would remain a card-carrying member of the ‎PDP and cooperate with the party even if he did not get the ticket but expressed confidence that he would defeat the other contenders for the ticket. 

 

He urged the National Working Committee (NWC) of the party to conduct free, fair and transparent primaries, saying he would fix the security, economic and other challenges bedevilling the nation if given the mandate. 

 

The PDP National Chairman, Prince Uche Secondus asked President Buhari to end the killings in the country and asked the national leader of the APC, Bola Tinubu and Minister of Information, Lai Mohammed to stop politicising deaths.

FG to reconsider 500% tariff on local beverages

The Federal Government would reconsider the 500 per cent tariff imposed on local beverages, Senator Chris Ngige, Minister of Labour and Employment said.

According to a statement signed by Samuel Olowokere, Director of Press in the ministry on Friday in Abuja, Ngige made this known when members of the National Union of Food, Beverage and Tobacco Joint Employers and Workers Association visited him in his office on a Save Our Soul mission.

According to the minister, the Federal Government will review the newly introduced 500 per cent excise duty on locally produced alcoholic beverages.

“This will save the sector from imminent collapse and forestall the consequent loss of about two hundred thousand jobs.

“You have written to the Federal Government through me that the increase in excise duty on alcohol and beverages will create job losses.

“Because once you add a new cost and pass it on, there will be consumer resistance, resulting in low patronage.

“Whereas the products coming from overseas that are being smuggled in which are cheap, will take over the market. It is a statement of fact.

“I have passed your complaints and luckily we have a listening President who wants the good of all Nigerians.

“The President will definitely ask the Minister of Finance and the economic management team to review the tariff, ‘’he said.

Ngige also said that Nigeria cannot afford to create poverty and job losses while promoting abundant jobs in other countries.

He the Economic and Recovery Growth Plan of the Federal Government was partly tailored towards job creation rather than losses.

He added that the Executive Order No. one and four was for job creation as well as ensuring that jobs created were done by the locals.

He said that the cardinal place, job creation and protection occupy informed the administration’s fidelity to non-declaration of redundancy in the federal Ministries and Agencies, hence no retrenchment of workers.

“This is not to say that we do not know that in some places available jobs have more than available staff members to match them but this is a compassionate administration.

“The President does not want to throw many families into anguish. The President always said that he was a salary earner in all his working life.

“You can also see that we did not place an embargo on recruitment as we used to have years ago even while we were under recession.

“The Federal Government has been replacing staff members who exited as well as creating new jobs in the public sector. But this has to be complemented with the private sector jobs to have a full blend, ‘’Ngige said.

Earlier, Mr Mike Olarenwaju, the leader of the delegation and the Acting General Secretary of the Union noted the plight of the association.

He said that the 500 per cent tariff increase by the Ministry of Finance on their products was counter-productive as the measure was an assured destruction of the sector.

“It will kill investments, it is already creating palpable fear in the operators, jobs losses is looming while imported products will displace local goods for reasons of smuggling and cheapness,” he appealed to the Minster.

Three babies dead, 100 missing in latest shipwreck off Libya

Three babies died off the coast of Libya on Friday while 100 people remained missing in the latest Mediterranean migrant shipwreck as European leaders reached a hard-fought deal to tackle the issue.

Around 120 migrants were aboard the inflatable craft when it ran into trouble, according to survivors taken to Al-Hmidiya, east of the capital Tripoli.

Just 16 were rescued, while the missing included two babies and three children under the age of 12.

Survivors who made it back to Libyan soil recounted their ordeal following their pre-dawn departure from Garaboulli, east of Tripoli.

During the journey there was an explosion on board, after which the motor caught fire and the vessel began taking on water, they told AFP.

The passengers included several Moroccan families, none of whom survived, as well as Syrians and Sudanese, they said.

“When I saw the number of people on the boat, I refused to get on board, because we had been told that we would be 20 (passengers),” said survivor Amri Swileh, from Yemen.

Showing his bruised arms, the 26-year-old said smugglers threatened to shoot him and forced him onto the boat which was just eight metres long.

“I saw people burn,” he said.

“I lost all of my Yemeni friends who were with me. All five of them are missing.”

While there were up to 15 women on board, the 16 rescued passengers were all young men.

Another survivor, Bakari Badi, said early in the journey a man fell into the water and had to climb back onto the overcrowded craft.

“People were saying to the captain to go back to Libya but by then our engine exploded. So many people were wounded,” the 32-year-old Gambian said.

– ‘I saw people die’ –

The shipwreck came after European Union leaders reached an agreement aimed at sharing the responsibility for hosting migrants more fairly across the bloc, although strong differences between countries remain.

EU President Donald Tusk warned there was no guarantee it would work, while France and Austria ruled themselves out of hosting migrant centres.

The poorly-equipped Libyan coastguard were forced to abandon most of the bodies of migrants who died in Friday’s shipwreck “for lack of resources”, a coastguard captain said.

Salem al-Qadhi said he was shocked when his vessel reached the site.

“It was horrible to see,” he said.

Fishermen had spotted the vessel in difficulty and contacted the Libyan coastguard.

Kobrem, a 17-year-old survivor, said he clung onto a rope attached to the wrecked boat for two hours until rescuers arrived.

“Each of the other survivors held onto something, mostly empty containers,” added the teenager, who said he paid smugglers around $400 (340 euros) for the crossing.

“I saw people die: babies, children, women, men,” he said.

– EU deal –

There were further rescues off the coast of Garaboulli on Friday, with 345 migrants saved from three boats, navy spokesman General Ayoub Kacem said.

Libyan authorities have been involved in the rescue of hundreds of migrants in recent days.

On June 18, five bodies were recovered and more than 100 people were saved after being shipwrecked off the Libyan coast.

Nearly 1,000 migrants were rescued on June 24 from multiple inflatable boats which had run into trouble during perilous bids to cross the Mediterranean to Europe.

The agreement reached by EU leaders overnight includes plans to set up secure centres in Europe to process arrivals’ arrival claims, but cracks are already starting to emerge, with France and Austria ruling themselves out as hosts.

The Brussels pact also proposes setting up  “disembarkation platforms” outside the EU as a way to reduce the number of people taking the perilous sea journey.

But the forces of Libyan strongman Khalifa Haftar on Friday rejected any foreign military presence in the south of the country to stem migration.

Haftar heads the self-styled Libyan National Army, which controls much of eastern Libya and supports a parallel government that challenges the authority of the country’s UN-backed unity government in Tripoli.

Senegal’s elimination on fair play rules not only made World Cup history, it is also the first time since 1982 an African team failed to reach the tournament’s second round.

Thirty six years ago such a poor performance by African teams was seen as less shocking.

In 2018, with the current crop of African stars such as Mohamed Salah and Sadio Mane, matching the record from the Spanish World Cup underlines what a disastrous tournament this has been for Africa.

The failure of five nations to qualify from the group stage triggered instant retrospection.

Didier Drogba, who appeared at three World Cups with Ivory Coast, said African teams had taken a “big step back” in Russia.

“Africa is going to be successful one day but we need to think again how we approach these big competitions,” he told the BBCwhere he is working as a television pundit.

Drogba called for better structure and planning to help African teams at future competitions and urged them to emulate European sides.

In some ways it was even worse than 1982, when at least Cameroon drew with eventual champions Italy and Algeria were denied only by the infamous West Germany v Austria “Disgrace of Gijon” game.

In Russia, three African teams – Egypt, Morocco and Tunisia – were out before the third group games started, Nigeria suffered late heartbreak against Argentina and Senegal’s exit is ultimately set to become a World Cup quiz question for the ages.

Or to put it more brutally, Egypt went out without a whimper; Tunisia likewise; Morocco played well but could not score and Nigeria, like Senegal, choked when it mattered most.

In 15 games, the African teams managed just three wins, one of those a dead rubber.

Senegal’s coach Aliou Cisse was gracious after his team’s 1-0 defeat by Colombia and offered some hope saying his side, which he called “Africa’s team” before the last match against Colombia, “can have a bright future”.

The Emir of Katsina, Alhaji Abdulmumini Kabir, on Friday described President Muhammadu Buhari as a man of God, while assuring him of 100 per cent support from the people of the state in his bid for a second term in office.

The Emir spoke in his palace when the President visited him to commiserate with him and the people of the state over the recent rainstorm, which claimed no fewer than 11 lives and property said to be worth N2.3bn in the state.

The royal father observed that Buhari maintained clean records when he was military governor, head of state and when he was Chairman of the Petroleum Trust Fund.

He added, “President Buhari is a good leader who really takes care of people, that is why people love you. You went to many parts of the country to sympathise with victims of various disasters. That is very commendable.”

The President, who said he was in Katsina to commiserate with those affected, promised that the Federal Government would assist victims of the rainstorm. He, however, pointed out that the Federal Government would send its own team to assess the damage, after which the assistance would follow.

Governor Aminu Masari, in his address at the palace, put the total damage occasioned by the rainstorm at N2.3bn, adding that damage to the public schools alone were N200m.

Ashafa calls for probe of fuel tanker disaster in Lagos

Senator Gbenga Ashafa, who represents Lagos East on the platform of All Progressives Congress, has commiserated with the government and people of Lagos on the unfortunate fuel tanker explosion, which took place on the Otedola Bridge, along the Ojodu–Berger Axis on Thursday, leading to the loss of lives and property.

In a statement yesterday, Ashafa empathised with relatives of the victims. He stressed that the gory sight of the disaster was absolutely heart breaking.

He, however, blamed the disaster on the failure of the operators of the tankers to obey safety requirements of the law provided by the Lagos State government.

According to Ashafa, “On my part as the Senator representing Lagos East, as far back as 2015, the very first motion I sponsored on the floor of the Eighth National Assembly was on the issue of ‘Fuel Tanker Tragedies on Nigeria’s Highways’, which led the upper chamber to call on the Federal Government and NNPC to take all measures to prevent future occurrences.”

PDP blames Buhari for FAAC deadlock

The Peoples Democratic Party (PDP) declared yesterday that “President Muhammadu Buhari’s incompetence is directly responsible for the deadlock at the Federal 

Accounts and Allocation Committee (FAAC) meeting for which workers now risk losing their June salaries.”

The party alleged, in a statement released by its national publicity secretary, Kola Ologbondiyan, that the entire problem at FAAC stemmed from the fact that 

President Buhari “abdicated his duties and opened the door for heavy sleazes and looting of funds in the oil and gas sector by his cronies and cabal in the Presidency”

According to the party, “It is incontrovertible that government’s major financial earning figures could not tally at the meeting because of the sleazes in Buhari’s administration that have been left unchecked.”

PDP noted, that “The Minister of Finance, Kemi Adeosun, by asking the Nigeria National Petroleum Corporation (NNPC) to account for the missing money, is merely seeking for a scapegoat, as the buck stops at President Buhari’s table as the Minister of Petroleum Resources.

“Mr. President appropriated the office of the minister of petroleum and refused all wise counsel to quit the office for a more competent hand. 

He therefore cannot attempt to shift blames to others where he had overtly failed,” the statement added.

The party said it had “forewarned of stealing, sharp practices and sleazy subsidy deals going on in the Buhari-led petroleum sector which the Presidency had always swept under the carpet. Today, the truth lies bare for all to see.”

“Our take as a party is that Nigerian workers must not be made to further suffer because of President Buhari’s manifest incompetence and the 
humongous corruption going on in the petroleum sector under his supervision”

Five dead as plane plunges into Mumbai building site

A small plane crashed into a construction site in a densely populated part of India’s financial capital Mumbai on Thursday, killing five people including one on the ground, officials said.

Images broadcast on Indian news channels showed flames and black smoke billowing from the area, which sits right next to several high-rise residential towers.

There were four people on the 12-seater aircraft when it crashed, disaster management officials said, with witnesses reporting hearing a “loud explosion” as it smashed into a half-built structure.

“There was a huge explosion and the adjacent tree caught fire and the fire spilled on the streets,” a man was quoted as saying on the NDTV news channel.

“Initially we assumed an electric box in the under construction building must have caught fire but when we checked out the spot, we found the charred body of a man who apparently was on bike when the plane crashed,” he added.

A woman, who was also not named, reported hearing three loud explosions and described seeing a “major fire”.

Video footage posted online showed bright orange flames licking the side of a building next to a construction site.

Other images shot after the fire was put out showed firemen sifting through the twisted wreckage of the twin-prop plane as crowds looked on.

The white tailfin seemed to be the only recognisable part of the aircraft that was not consumed in the inferno.

India’s Directorate General of Civil Aviation (DGCA) said the plane was a turbo-prop King Air C-90 and had been on a test flight from the nearby Juhu airstrip.

“There were two pilots and two aircraft maintenance engineers on board. All onboard (the) aircraft along with one person on ground are dead,” the DGCA statement read.

It was not raining at the time of the accident and weather did not appear to be a factor in the crash.

DGCA said it was sending a team to investigate the cause, adding that the aircraft was owned by a private operator who had purchased it from the Uttar Pradesh state government.

P Rahangdale, Mumbai’s chief fire officer, said several fire engines had rushed to the spot.

“Our teams have extinguished the fire and are conducting rescue operations,” he told AFP.

India’s National Disaster Response Force said it was also sending a team to make sure no there were no injured trapped under any rubble that may have been cause by the crash.

Super Eagles striker, Odion Ighalo, has reacted to the alleged death threat issued to his family in Lagos on social media due to his failure to score goals from clear-cut opportunities against Argentina, saying it was not deliberate.

The News Agency of Nigeria reports that Ighalo, who replaced Kelechi Ihanacho in the second half of the match between Nigeria and Argentina in the ongoing World Cup in Russia, failed to convert a pass from Ahmed Musa had incurred the anger of fans.

NAN reports that most Nigerian fans strongly believed that if Ighalo had scored the goal, it would have seen the Super Eagles through to the Round of 16 of the World Cup.

Speaking through his Social Media timeline, Ighalo, who was involved in Nigeria’s qualification for the World Cup, said that he regretted not scoring the crucial goal.

“It is a great experience to play at the World Cup and I enjoyed every moment of it, but sometimes things don’t work the way you want.

“But life has to go on, I am grateful to God I did not sustain any injury,’’ he said.

He added;  that all those, who want to kill him” should remember, he is someone else’s child.

NAN reports that after the match which generated a lot of ill-comments from fans, the Changchun Yatai F.C. of China’s striker, apologised to Nigerians and assumed personal responsibility for the blunder.

$322m Abacha loot: Cash transfers to poor homes begin in July

The Federal Government says it will commence disbursement of the recovered 322 million dollars Abacha loot through Conditional Cash Transfers (CCT) to 302,000 poor households in 19 states in July.

Mr Tukur Rumar, of the National Cash Transfer Office (NTCO), said this at a roundtable on assets recovery organised by the Swiss Embassy on Thursday, in Abuja.

The event was organised to intimate citizens and Civil Society Organisations (CSOs) on the efforts both nations were making on asset recovery after the Post-Global Forum on Assets Recovery (GFAR) held in Washington D.C. in Dec. 2017.

At the forum, Nigeria made commendable commitments on beneficial ownership, tax transparency, asset recovery, transparency management of recovered funds and payments to victims of corruption.

The states are: Niger, Kogi, Ekiti, Osun, Oyo, Kwara, Cross River, Bauchi, Gombe, Jigawa, Benue, Taraba, Adamawa, Kano, Katsina, Kaduna, Plateau, Nasarrawa, Anambra and Internally Displaced Camps (IDPs) in Borno.

According to Rumar, the benefiting households will receive N5,000 monthly and are derived from the National Social Register (NSR) that the 19 states are already on.

He said the programme was designed to also train beneficiaries on livelihood skills, social skills and other programmes that would change their lives completely.

Rumar, however, said that NCTO had been making payments to the 46,000 poor and vulnerable households across the 19 states since Dec. 2016, adding that the number had increased to 290,000.

Mr Iorwa Apera, the National Coordinator, National Social Safety Net Coordinating Office (NASSCO), said 503,055 households were already on the NSR register from the 19 states, adding that by July, there would be a social register for all the states of the federation.

He said that of the Abacha loot, about 302,000 poor homes across the 19 states would be mined by the NCTO to begin to receive the Abacha loot.

Apera told the participants that the Federal Government would begin with those states, because they had signed a Memorandum of Understanding (MoU) with NASSCO to put in place certain infrastructure to empower the national register.

“Some of the states delayed, but the other ones were quick enough to set up infrastructure that allowed us to start work there, but all the states are now on board as they have set up their state operating offices and donated office equipment to us.

“As states come on board, we enroll and so they extend to the beneficiary register, and presently we are generating data in all the states now,’’ he said.

Mrs Linda Ekeator of the office of the Special Adviser to the President on Social Investment said the Abacha loot was invested in the social investment programme, because it was a programme that was already supported by the World Bank.

She said that before the money was returned to Nigeria, there was an agreement with the Swiss government that it should be used for alleviating poverty and this was to be done with the supervision of the World Bank.

The Swiss Ambassador to Nigeria, Mr Eric Mayoraz said the 722 million dollars of the Abacha family money that was hidden in Switzerland was fully repatriated in 2005.

He also said that the 322 million dollars that was repatriated in Dec. 2017, was money that was frozen by the Swiss Attorney-General, but was not domiciled in Switzerland, but in other countries, mainly Luxembourg.

He, however, said measures had been put in place to ensure that Swiss banks were not used to hide stolen funds from other countries.

“For possible new cases, the Swiss legislation has fundamentally changed.

“The law in Switzerland does not allow bank secrecy anymore, and all banks and financial institutions have a due diligence duty to ask everyone coming with money where it is coming from.

“That does not mean that there are no illegal or stolen assets now in Switzerland, but then there is another instrument I signed myself with the Nigerian Ministry of Justice and Switzerland two years ago on mutual legal assistance and this is for new cases.

“Now, this agreement with our own Ministry of Justice and Nigeria is that there will be direct communication and exchange on mutual legal request and we are really collaborating with EFCC and other agencies in Nigeria,’’ Mayoraz.

The Executive Director, ANEEJ, Rev. David Ugolor, said for Nigerian citizens to not keep spreading rumours about the whereabouts of recovered loots, the government must be transparent in all the processes.

He also said that CSOs should be given access to the social register to enable it monitor properly whether or not the beneficiaries received what was due to them.

Portugal-Uruguay more than Ronaldo v Suarez, says Alves

Portugal defender Bruno Alves said Saturday’s World Cup last-16 clash with Uruguay will be more than simply a battle between Cristiano Ronaldo and Luis Suarez.

The European champions will face Uruguay in Sochi for a place in the quarter-finals after finishing as runners-up behind Spain in Group B.

Uruguay won all three of their group matches, beating hosts Russia 3-0 in their last outing, and are the only team yet to concede a goal at the tournament.

Real Madrid forward Ronaldo has scored four of Portugal’s five goals so far, while Barcelona star Suarez netted against Saudi Arabia and Russia.

“I don’t think it will be a duel between Suarez and Ronaldo,” Alves said on Thursday. “It’s a match between the two teams, Portugal and Uruguay, and we’ll do everything we can to win.”

Portugal survived a late scare against Iran on Monday, as Ronaldo missed a penalty and was fortunate to escape a red card for an elbow.

“At this stage we still believe we have room for improvement,” Alves said. “I think we will win, but you can’t forget you can only win if you play well and I think we’ll play well.”

The 36-year-old Alves is at his third World Cup, although the Rangers centre-back has yet to make an appearance in Russia.

“I feel that we’re always highly motivated. I think all of us have come here to play and when our moment comes we will be ready for it to help Portugal win,” he said.

“I think this Portugal team is ready for everything. We’ve shown we have the chance to win and if we keep it up this way I think we’ll be successful. There are difficult games in store for us though.”

Portugal have not lost a competitive match with Ronaldo in the side since the 2014 World Cup, although they were beaten on penalties by Chile at last year’s Confederations Cup.

Alves sounded a note of caution following the departure of defending champions Germany.

“Everybody can see that in this World Cup there are no easy games,” Alves said. “Germany’s fate made it clear what can happen to any strong team.”

Uruguay are hopeful Jose Maria Gimenez will return from injury to resume his centre-back partnership with Atletico Madrid team-mate Diego Godin.

The Minister of Finance, Mrs Kemi Adeosun, on Thursday said she had briefed President Muhammadu Buhari, Vice President Yemi Osinbajo and state governors on the monthly meeting of the Federation Account Allocation Committee that ended in a deadlock on Wednesday.

Adeosun said this while briefing State House correspondents at the end of a meeting of the National Economic Council presided over by Osinbajo at the Presidential Villa, Abuja.

All state governors, governor of the Central Bank of Nigeria and some relevant ministers are members of the council chaired by the Vice President.

Adeosun said the Nigerian National Petroleum Corporation was operating as a business, hence the government needed to act once its expectations from the firm were not met.

She stated, “In my capacity as the chairman of FAAC, I briefed governors on the deadlock that we have got currently in the Federation Account and explained what happened. There was quite an extensive debate on what to do.

“For the purpose of this briefing, we operate the NNPC as a business. We have invested public capital in that business; and we have expectations of return. And when that return falls lower than our expectations, then the owners of this business, which in this case are the Federal Government and states, need to act.

“So, that was what caused the deadlock yesterday (Wednesday) and we really felt the figures the NNPC was proposing for FAAC were unacceptable. We felt that some of the costs couldn’t be justified, and so we have decided that rather than approve the accounts, we will go back and do further work.”

She added, “Further negotiations and interactions are going on with the NNPC as we speak. However, we did brief both Mr President and Mr Vice President on the deadlock and asked for their support and their forbearance in this, because the consequence of this is that salaries might well be delayed in many states as a result of this.

“But we feel that in order to get to the accurate figures that we need, we have asked for forbearance and the governors and the Federal Government are all in agreement that we need to get to the bottom of those figures.”

The minister explained that with oil price at $76 per barrel in the spot market and Bonny Light at about $78, the government wanted to be saving aggressively into the Excess Crude Account, because the window of relatively high oil price might not last.

She said state governors wanted action taken and they were fully in support of the positions of the Ministry of Finance and the commissioners for finance not to approve the accounts until the government got further explanations on some of the costs being implemented.

On what the issue with the NNPC was, Adeosun explained, “Based on oil price and oil quantity, you can calculate what you are expecting to see in the Federation Account and if the figure is less, then the right question that any stakeholder must ask is why.

“So, we have been going back and forth with the NNPC to try and understand these figures before we can accept them.

“Remember that the FAAC figures have to be formally accepted by the federation account committee and we were simply not comfortable with the quantum of some of the deductions made and, therefore, we could not approve those figures.

“So, even as we speak, there is an interface going on among the Commissioners of Finance Forum, Ministry of Finance, Office of the Accountant-General, the CBN and the NNPC. We hope to be able to convene FAAC within the next few days.”

Adeosun put the balances in the ECA at $1.916bn; Stabilisation Fund, N18.892bn; and Natural Resources Fund, N133.715bn.

She explained that additional credit of $80.6m accrued into the ECA in May.

The minister said the council appointed a committee of Kaduna, Kogi, Ebonyi and Lagos state governors to review the administration and operation of the Stabilisation Fund Account.

The NNPC on Thursday justified its N147bn June remittance to the Federation Account, saying it was in line with the terms of agreement it had with state governors on the matter.

The Group General Manager, Group Public Affairs, NNPC, Ndu Ughamadu, stated that the agreement the corporation had with the governors was that it would make a monthly remittance of N112bn to and account for sharing by the Federation Accounts Allocation Committee to the three tiers of government.

This, he said, was subject to sufficient funds from the sale of domestic crude oil allocation for the corresponding month after meeting cash call obligations on joint ventures, deductions of Premium Motor Spirit cost under-recovery and pipeline maintenance costs.

Ughamadu argued that the NNPC was able to surpass the terms of agreement with the governors in June by N35bn, having taken a cue from their posture by taking from the sum meant for settling cash call obligations.

The corporation regretted the governors’ additional request of N40bn, saying it was unfortunate, given the fact that the NNPC was set to exit the cash call arrangement.

The NNPC insisted that it upheld the agreements reached with the governors with respect to its most recent remittance to the government.

Although it did not disclose the amount deducted for under-recovery on PMS and pipeline maintenance, it denied claims that it deducted N89bn that was meant for FAAC.

A finance commissioner had alleged that the corporation deducted N89bn that was meant for FAAC.

When confronted with the claims of the commissioner, Ughamadu said, “Not correct. We provided more than the average remittance we agreed with the governors for June. The agreement the NNPC has with the governors is that FAAC be given N112bn monthly.

“This, however, will be subject to sufficient funds from the sale of domestic crude oil allocation for the corresponding month after meeting cash call obligations on joint ventures, deductions of PMS cost under-recovery and pipeline maintenance.”

He added, “Incidentally, due to the posture of the governors, the NNPC was able to raise N147bn this month (June) for the governors by taking from the amount meant for settling cash call obligations.

“Sadly, however, the governors wanted additional N40bn. Unarguably, this is very unfortunate, considering that the NNPC is exiting the cash call phenomenon.”

The Commissioner for Finance, Ekiti State, Chief Toyin Ojo, told The PUNCH that as of Wednesday when the FAAC meeting was convened, the NNPC had yet to remit any amount into the Federation Account.

He said that members of the committee were told that it would take up to Friday before the remittances could be made into the Federation Account.

His counterpart in Osun State, Mr Bola Olabamiji, said he and his colleagues were still waiting in Abuja following the crisis at the FAAC meeting and would be in the Federal Capital Territory till the time the issue would be resolved.

Oyebamiji stated, “We can’t determine the shortfall but we have a benchmark of above N600bn every month. The NNPC did not give any reason for the shortfall.

“The way forward is that the NNPC should come out with a reasonable figure. We have been doing the FAAC meeting for many years and there were no major issues like this one. It is important for them to come out with a reasonable figure and we will sit down and move the nation forward.”

The Bayelsa State Government said the inconclusive nature of the FAAC meeting would result in a slight delay in the payment of salaries for civil servants for June.

The Commissioner for Finance, Mr Maxwell Embeleyi, said in a statement on Thursday that the meeting could not hold because of the inability of the NNPC to present accurate figures of revenue collected for the month to the committee.

The commissioner explained that the Bayelsa State Government was obliged to alert the workers and the good people of the state that the delay in the FAAC meeting could result in a slight delay in the payment of salaries.

Zimbabwean President Emmerson Mnangagwa has said a hand grenade was to blame for the election rally blast that killed two people last week, state media reported Friday.

Mnangagwa, 75, narrowly avoided the explosion, which came weeks before the election on July 30, the first poll since the ousting of long-time ruler Robert Mugabe.

“You might be aware about the events that took place Saturday when a hand grenade was thrown at me. But since you see me here that means I am now fine,” Mnangagwa who was in Tanzania on a two-day visit was quoted as saying by the Herald newspaper.

“That was a minor incident, we are going to proceed with elections,” he added.

The paper reported that Vice President Kembo Mohadi and Environment Minister Oppah Muchinguri-Kashiri, who were injured in the blast, have been transferred to a hospital in South Africa. Their condition is described as stable.

Investigations are underway into the blast, but security agencies have declined to say if any arrests have been made.

Mnangagwa, who took power from Mugabe last November after a brief military take-over, has accused aggrieved supporters of Mugabe’s wife Grace of being behind the attack.

About 50 people were injured in the blast which occurred as Mnangagwa left the podium after addressing supporters of the ruling ZANU-PF party in Bulawayo, the country’s second largest city.

Oni, others won’t sabotage Fayemi’s victory, Bamidele declares

Director General of the Kayode Fayemi Campaign Organisation, Opeyemi Bamidele, has declared that the leadership of the All Progressives Congress (APC), including former governor Segun Oni and his group, would work to ensure Fayemi’s victory.

His media assistant, Ahmed Salami, who said this in a statement in Ado Ekiti yesterday, said Oni was linked to a litigation purportedly filed in Abuja seeking to nullify Fayemi’s victory at the party’s primaries.

He had allegedly accused Fayemi of failing to resign as a minister of the Federal Republic of Nigeria before the primaries, in line with the party’s constitution and guidelines.

Bamidele said he has no reason to doubt Oni and his commitment to Fayemi’s victory in the upcoming election, and dismissed allegation by the Peoples Democratic Party (PDP) that the APC had sidelined those who defected to it, including former Minister of Works, Dayo Adeyeye.

He denied that the APC was suspicious in its relationship with the converts, describing the allegation as a lie from the pit of hell, coming from demented minds.

He said: “We are not ruling out the possibility of people having some ill-feelings about certain issues in our party. But that should not degenerate to the level where people could act as fifth columnists in their own party.

“Ekiti APC is not immune from crisis, just like every other party, because we have diverse backgrounds, even as temperaments also differ in the way we handle issues.”

Bamidele stressed that the party’s doors are wide open to entertain complaints and settle them in the interest of everybody.

He declared that this is not the time to suspect anyone unduly, but to act as one big family, and prevent others from hiding under the social media to break its ranks.

“As the leader of Fayemi’s campaign for this election, we are ready to work with everybody.

“We urge leaders of all committees working within the campaign structures, to be receptive to everybody and refrain from acts that could lead to rancour and polarisation before the election,” he said.

The director general explained that Fayemi had in his address after clinching the party’s ticket, displayed humility by pledging his readiness to work with all groups.

He added that he had also visited other 32 co-contestants, which prevented the widely envisaged defections of bigwigs in the APC.

Bamidele said the APC would not go into the election with divided mind, but to win, adding that its members would contribute to the expected victory.
He promised Adeyeye, who facilitated the defections of some PDP members, that the party would not discrimination against them.

Cisse accepts Senegal’s historic yellow card elimination

Senegal coach Aliou Cisse said he “accepted the rules of the game” as the West Africans were eliminated from the World Cup due to a worse disciplinary record than their direct rivals for a place in the last 16.

The Teranga Lions required only a draw with Colombia in their final Group F game in Samara, but could also have squeezed through to the last 16 in the event of defeat depending on the result of the other group game between Japan and Poland.

When already-eliminated Poland stunned Japan 1-0 in Volgogrard and Senegal suffered a 1-0 defeat, it left Japan and Senegal with the same points and the same goals difference.

The third criteria used to separate teams in this instance is their disciplinary record. With six yellow cards in three group games, Senegal were eliminated because Japan had only been issued four, leaving Africa without a representative in the last 16.

“It’s the law of football,” said Cisse. “We didn’t qualify because we’ve earned more yellow cards, but I’m proud of my lads, they’ve worked hard for this tournament and I think we’ve showed we can have a bright future.”

Former Senegal international Cisse refused to play the blame game.

He said his players were aware of the rules but he had refused to tell them to adapt their game accordingly.

“It’s the rules of the game, they’ve bneen established by FIFA and we have to respect it, even though we would have liked to have been eliminated another way,” he said.

M’Baye Niang was the only Senegal player cautioned in a decisive 1-0 defeat to Colombia in Samara, where Barcelona defender Yerry Mina headed the south Americans’ winner on 77 minutes.

Cisse said he had not asked his players to change their game.

“I think the players knew all about it,” he said. “I’m not going to ask my players to go on the pitch and try to avoid being issued yellow cards. Football is a contact game.”

Michael Jackson returned posthumously Friday with new music as the late King of Pop starred on the new album by Drake.

The Toronto hip-hop star, one of the top-selling artists in recent years, had kept fans in suspense for weeks as he prepared the release of his fifth full-fledged studio album, entitled “Scorpion.”

As he put out the 25-track album, one of the most striking features was the appearance of a special guest — Jackson, who is credited as the co-artist on the song “Don’t Matter To Me.”

A dreamy mid-tempo R&B track driven by a synthesized bass, “Don’t Matter To Me” is in line with the late output of Jackson whose distinct voice is heard on the chorus.

“All of a sudden you say you don’t want me no more / All of a sudden you say that I closed the door / It don’t matter to me,” Jackson sings.

Drake revealed nothing about the song’s genesis.

But Jackson is known to have left a series of unfinished tracks when he died in 2009. A previous posthumous duet, “Love Never Felt So Good,” came out in 2014 between Jackson and pop star Justin Timberlake.

Like “Don’t Matter To Me,” the Timberlake collaboration was credited in part to the legendary crooner Paul Anka.

Jackson had been working on an album of duet with Anka, the voice behind such classic pop hits as “Put Your Head on My Shoulder,” in 1983.

But the project fell by the wayside with the former child star’s release of “Thriller,” which went on to become the top-selling album of all time.

Drake has voiced admiration for Jackson. In a rare interview last year, he described Jackson as a longtime model and voiced dismay at being pigeon-holed as a rapper.

“Don’t Matter To Me” shows Drake clearly in pop mode, singing the verses with his voice reaching toward Jacksonesque highs.

The song coincidentally comes out little more than a day after the death of Joe Jackson, the King of Pop’s father and manager who guided his children’s careers but was so ruthless in his discipline that his children were left traumatized.

Football heavyweights France, Argentina, Portugal and Brazil are all clustered in one section of the competition, with only Spain among recent winners in the other half.

The unbalanced nature of the knockout phase sparked debate ahead of Thursday’s England-Belgium group match — was it better to win and enter the tougher side of the draw or lose and face potentially easier fixtures down the line?

In the event, third-ranked Belgium won, adding even more firepower to the top half, while if England can get past Colombia they will fancy their chances of reaching a potential semi-final against 2010 winners Spain.

The Real Madrid star, who has four goals in Russia and looks certain to be crowned world player of the year for a sixth time, will come up against a tight Uruguay defence that did not concede a single goal in the group phase.

Aside from their watertight defence, two-time winners Uruguay boast two of the greatest goal-scorers of their generation in Luis Suarez and Edinson Cavani.

– ‘Fair play’ debate –
Debate was still raging on over Japan’s approach to their final group game against Poland after the Asian side sneaked into the last 16 on the back of their superior disciplinary record.

The Asian side faced an angry backlash for running down the clock in the last 15 minutes even though they were losing 1-0 on Thursday, gambling that Senegal would not equalise against Columbia in the other Group H game.

Kozo Tashima, president of the Japan Football Association (JFA), insisted the team deserved a place in the knockout stage in Russia, won at the expense of the west African team by virtue of having picked up fewer yellow cards.

“It is our commitment to fair play that has got us through,” Tashima told local media after Japan moved on to face Belgium next week.

“We had fewer yellow cards so we were able to progress. It’s the result of the ‘Japan Way’ — a thorough dedication to passing football and playing in a fair manner.”

FIFA said it had no plans to change its fair play criteria.

“This is the first time (the fair play rule) has been used in a senior World Cup in this way. Obviously what we want to avoid is the drawing of lots,” Colin Smith, FIFA’s chief tournament and event officer, said Friday.

African nations are licking their wounds after Senegal’s elimination meant no team from the continent reached the tournament’s second round for the first time since 1982.

Didier Drogba, who appeared at three World Cups with Ivory Coast, said African teams had taken a “big step back” in Russia.

“Africa is going to be successful one day but we need to think again how we approach these big competitions,” he told the BBC in his role as a TV pundit.

Ghana’s ex-vice president dies during morning exercise

Former Vice President of Ghana Kwesi Amissah-Arthur died on Friday during early morning exercise in Accra, local media reports.

The former number two man of the country under the John Mahama led National Democratic Congress collapsed at a gym at the Air Force base where he had gone to exercise.

He was subsequently rushed to the 37 Military Hospital where he died shortly after.

The 67-year old, popularly referred to as PK, also served as Governor of the Bank of Ghana between 2009 and 2012 during which time Ghana enjoyed about 30-month long single digit inflation and a stable foreign exchange environment.

He was last seen in public on Wednesday during a book launch by his wife Matilda Amissah-Arthur.

President Addo Akufo-Addo, writing on his Facebook wall, paid tribute to Amissah-Arthur as “a longstanding public servant, who discharged his duties with dignity.”

He described the death of the late former vice president as unfortunate.

Amissah-Arthur was,at different times, a lecturer at the Department of Economics, Anambra State College of Education, Awka, Nigeria ,and Economics Department,University of Ghana,Legon.

He later served as a Special Assistant to the Former Secretary (Minister) for Finance, Kwesi Botchway from 1983 to 1986.

Amissah-Arthur subsequently rose to become a Deputy Minister for Finance and Economic Planning from 1986 to 1997.

He is survived by his wife Matilda and has two children.

President Muhammadu Buhari is to attend the 31st Ordinary Session of the African Union Assembly of Heads of State and Government in Nouakchott, Mauritania, from June 30 to July 2.

This information is contained in a statement issued by the President’s Special Adviser on Media and Publicity, Mr Femi Adesina, in Abuja on Friday.

Adesina said President Buhari in his capacity as the leader of the AU theme of the year: “Winning the Fight against Corruption, A Sustainable Path to Africa’s Transformation”, would make introductory remarks and presentation on the theme.

According to him, on the margins of the AU Summit, President Buhari and other African leaders will take part in an interactive session with President Emmanuel Macron of France.

He said the session would deliberate on Financing AU-led Peace Support Operations authorized by the United Nations Security Council (UNSC).

“Dominant issues affecting the continent such as peace and security, HIV/AIDS, regional cooperation, climate change will engage the attention of the African leaders during the Summit,’’ he said.

The presidential aide further stated that the Nigerian leader would also hold series of high-level bilateral sessions on issues of shared common interests to the country, Africa and the world.

He also revealed that Gov. Tanko Al-Makura of Nasarawa State, his counterpart in Edo State, Godwin Obaseki, and other top government officials will be on the President’s entourage.

The News Agency of Nigeria (NAN) reports that President Buhari, who is currently on official visit to his home state, Katsina state, would leave Katsina for Nouakchott, Mauritania, on Saturday.

NBA superstar LeBron James informed the Cleveland Cavaliers on Friday that he will not exercise his $35.6 million contract option, according to multiple reports, making him the top free agent prize.

The Cleveland Plain Dealer, USA Today, ESPN and several Cleveland television stations reported James will test free agency, making the move hours before Friday’s just-before-midnight deadline.

The Los Angeles Lakers, Houston Rockets and Philadelphia 76ers are expected to be the most ardent suitors for James, who has played in the past eight NBA Finals and nine overall in his career.

Four-time NBA Most Valuable Player James could still sign a new deal with the Cavaliers, the hometown team he led to an NBA crown in 2016 to snap a major sports title drought dating to 1964.

But the Cavaliers were swept by the Golden State Warriors in the NBA Finals earlier this month and James makes no secret of wanting to play on a team that can challenge the Warriors, winners of three titles in four seasons, for NBA crowns.

James, 3-6 in the finals, left Cleveland in 2010 for the Miami Heat, where he won two titles and twice lost in the finals before returning to the Cavs in 2014 with a vow to make them champions.

Having accomplished that feat, James said after this year’s finals that he would consult with his family before deciding about his future plans.

“I came back because I felt like I had some unfinished business,” James said after the Cavs last NBA Finals loss.

“To be able to be a part of a championship team two years ago with the team that we had and in the fashion that we had is something I will always remember.”

The decision sets up a wild NBA free agency period that begins Sunday, with teams trying to assemble talent and money to make a run at top stars like James and Paul George, who opted out Thursday from Oklahoma City.

James owns a home and film production company in Los Angeles, where the Lakers are hoping to sign top free agents and possibly swing a trade deal with San Antonio for Kawhi Leonard.

The Cavaliers can offer James the most money under NBA rules, a five-year deal worth $209 million, and he could also sign a short-term deal.

But the expectation is the Lakers, who have plenty of spending room under the NBA salary cap, will make a run at James and George and offer draft picks and players to San Antonio for Leonard.

Philadelphia would offer the chance to play alongside NBA top rookie Ben Simmons of Australia as well as young star Joel Embiid while a Houston deal could see him join James Harden and Chris Paul.

Oyo shuts Bodija market

The Aare Laatosa Loca Council Development Area (LCDA) Chairman, Mr. Adekunle Oladeji, said the closure is to prevent the loss of lives and property of the citizenry, stressing that It is also to guard against the escalation of the violence in the market to other parts of the state.

Oladeji said that security agencies have been intimated about the situation in the market to maintain law and order.

He urged the people to be law abiding, warning that anyone found wanting will be made to face the full wrath of the law.
